What are the odds of KENO occuring in a text of 770 letters at random?
Those bets are spelled out as whole words, scattered around the two
notes. The method for extracting those two sentences is as follows.
Merge all letters into one string with no spaces, eliminating non-
letters. Consider numbers separately. (Single 5, 1, and 0 numerals I
decided to set to S, I, O.) Look for all whole words amidst the
massive jiberish. Look for reversed word spellings. Assemble
meaningful sentences from those whole words.

Since there is no reward, they were not contacted.
When I look at it, I see the handwriting of a seasoned operator,
or an obsessed boy, grown and compelled to always keep important
seeming trivia (theory 1). Maybe his cipher is advanced
(theory 2) beyond being broken with the meager clues provided so far.
If so, then I gave up. But I expect that theory 1 is correct. He is
just a murder victim with no story of interest to a science fiction
writer like me (see Amazon.com or alanfolmsbee.cabanova.com). As a
hobby cryptanalust, I found it fun to propose two opposite, detailed
story improvizations that are fiction that fits reality. Those are two
stories of a hundred plausible stories that fit the abbreviations and
acronyms. But in this final thread of mine on this subject, I am
serious. Ricky was a simplton. An obsessed gambler with pennies to
blow on a race horse tip or on a Keno numbers "insight". His cipher is
like I said, whole words embedded in a massive mess. The lack of
spaces in his handwriting is in harmony with this method. The horse
"Eon Seer" can be checked by the FBI. I could not find it, but there
is a Tarot card reader who uses those two words on a single page. But
Eon Seer is a reasonable racehorse name for 1999. Keno numbers are
hard to memorize, so he wrote them down. He felt those numbers were
special and real winners. He lost again and again. It is as simple as
that: he wrote down Keno numbers on paper for his own re-re-review.

look more normal, but because important catch phrases have to use
